Χωρίς συμφωνία κατέληξαν οι μαραθώνιες ολονύχτιες διαπραγματεύσεις στη Σύνοδο Κορυφής για το Ταμείο Ανάκαμψης και τον επταετή προϋπολογισμό της ΕΕ.
Οι 27 ηγέτες διαβουλεύονταν όλο το βράδυ για να βρουν κοινό τόπο και να καταλήξουν σε συμφωνία για το σχέδιο ανάκαμψης των ευρωπαϊκών οικονομιών από την πανδημία του κορωνοϊού, ενώ στις 7 το πρωί ο εκπρόσωπος του προέδρου του Ευρωπαϊκού Συμβουλίου ανακοίνωσε τη λήξη της Ολομέλειας της Συνόδου, ενημερώνοντας αρχικά ότι θα συνεχιστεί στις 3 μετά το μεσημέρι και εν συνεχεία διορθώνοντας ότι θα συνεχιστεί τελικά στις 5 μ.μ.

Στο τραπέζι βρίσκονται το πακέτο 1,8 τρισ. ευρώ για το πολυετές δημοσιονομικό πλαίσιο της ΕΕ και το Ταμείο Ανάκαμψης με τα 750 δισ. ευρώ (500 δισ. επιχορηγήσεις, 250 δισ. δάνεια). Σύμφωνα με αξιωματούχο, κατά τη διάρκεια των συζητήσεων της τρίτης ημέρας «υπήρξε ένα μπρα ντε φερ για το αν πρέπει το ποσό των επιχορηγήσεων να πέσει κάτω από τα 400 δισ. ή όχι». Παράλληλα, σημείωσε πως και το θέμα της σύνδεσης της χρηματοδότησης με την τήρηση των αρχών του κράτους δίκαιου «καταρρέει», με τις χώρες του Βίσεγκραντ να αντιδρούν.
Το γκρουπ των «φειδωλών» πρότεινε ακόμη να μειωθεί στα 700 δισ. το Ταμείο Ανάκαμψης (από 750 δισ. ευρώ που είναι η πρόταση της Κομισιόν).
Νωρίτερα διπλωματικές πηγές ανέφεραν ότι θα μπορούσαν τα δύο «μπλοκ», αυτά του Νότου και των «φειδωλών», να συμβιβαστούν στην ιδέα τού να δοθούν επιχορηγήσεις 375 δισ. ευρώ (αντί για 500 δισ.) και τα υπόλοιπα 375 δισ. σε δάνεια, όμως, όπως αναφέρει το Politico, σε αυτό αντιστέκεται έντονα ο Εμανουέλ Μακρόν.
Όπως αναφέρουν δύο διπλωματικές πηγές, ο Γάλλος πρόεδρος δεν συμφωνεί με την ιδέα, καθώς οι χώρες του Νότου επιθυμούν την πρόταση του Ευρωπαϊκού Συμβουλίου για 500 δισ. επιχορηγήσεις και 250 δισ. δάνεια. Ο Μακρόν νωρίτερα τόνιζε στη Σύνοδο Κορυφής πως επιμένει οι επιχορηγήσεις να μην πέσουν κάτω από 400 δισ. ευρώ στη χειρότερη των περιπτώσεων.
Οι απόψεις για τη στάση της Ανγκελα Μέρκελ… διίστανται. Ενας διπλωμάτης σχολίασε πως ήταν αρνητική στην ιδέα των 375 δισ. ευρώ σε επιχορηγήσεις (αντί για 500 δισ. που ήταν η αρχική πρόταση), ενώ άλλος πως έδειξε να είναι θετική.

Εντέλει, στις 7 ώρα Ελλάδος διέκοψαν οριστικά τη συνάντησή τους και οι «27» έδωσαν νέο ραντεβού για απόψε στις 5 το απόγευμα. Ετσι, η Σύνοδος μπαίνει στην 4η ημέρα της, κάτι που είχε να γίνει 20 χρόνια. Τέσσερις ημέρες είχαν χρειαστεί για την κύρωση της Συνθήκης της Νίκαιας το 2000, κάτι που δείχνει το πόσο δύσκολες αλλά και κρίσιμες είναι οι διαπραγματεύσεις.

Καθ ‘όλη τη διάρκεια των διαπραγματεύσεων, τους άκουσα όλους, έδειξα τον απόλυτο σεβασμό», είπε ο Μισέλ. «Η επιθυμία μου είναι να καταλήξουμε σε συμφωνία και οι ευρωπαϊκές εφημερίδες να συζητούν αύριο για το γεγονός ότι η ΕΕ πέτυχε μια αδύνατη αποστολή.
