Παρατηρεί, βασισμένος στις πηγές της εποχής, τη σύγκρουση του Αυστριακού Καγκελλαρίου Μέττερνιχ και του Κερκυραίου Ιωάννη Καποδίστρια, συν-υπουργού των Εξωτερικών της Ρωσίας. Ο Καποδίστριας υποστήριζε το δικαίωμα των λαών για αυτοδιάθεση, ο Μέττερνιχ ήταν αντίθετος. Ο Καποδίστριας ήταν ο φιλελεύθερος ιδεαλιστής κατά τον Κίσσιντζερ και ο Μέττερνιχ ήταν ο μακιαβελικός και κυνικός διπλωμάτης. Ο συγγραφέας καταλήγει στην ογκώδη μελέτη του με τη διαπίστωση: Δύο ειδών άνθρωποι υπάρχουν στην πολιτική. Οι Μέττερνιχ και οι Καποδίστριες! Ο πραγματικά φιλελεύθερος είναι εκείνος που προβάλλει τα δίκαια ενός καταπιεσμένου λαού ενώπιον των Μεγάλων Δυνάμεων. Ο Καποδίστριας το έκανε με επιτυχία. Χωρίς να βλάπτει τα ρωσικά συμφέροντα προσπαθούσε να πείσει τον Τσάρο Αλέξανδρο για το δικαίωμα των Ελλήνων να απελευθερωθούν από τον Οθωμανικό ζυγό. Όταν είδε πλέον ότι δεν εισακούεται παραιτήθηκε από τη σημαντική θέση του και έμεινε από το 1822 έως το 1827 στη Γενεύη. Πάντα αξιοποιούσε τις γνωριμίες του για να στηρίξει την Ελευθερία των Ελλήνων.

Ο ουσιαστικά φιλελεύθερος είναι εκείνος που επηρεάζει τους ισχυρούς της γης ώστε να μην επιβάλλονται συντριπτικές τιμωρίες στους ηττημένους του πολέμου. Μετά την ήττα του Ναπολέοντα η Ρωσία, η Πρωσσία, η Αυστρία και η Βρετανία ήθελαν να διαλύσουν τη Γαλλία. Να την μοιράσουν σε κρατίδια – ζώνες επιρροής. Ο Καποδίστριας μίλησε έξυπνα στον Τσάρο και τον έπεισε να μην διαλυθεί σε κομματάκια το κράτος των υπερήφανων Γάλλων. Η Γαλλία χρωστά στον Κερκυραίο διπλωμάτη τη διατήρηση της ακεραιότητάς της.

Ο Καποδίστριας εκλήθη από τη Γ΄ Εθνοσυνέλευση των Ελλήνων να δημιουργήσει κράτος από το μηδέν. Ήλθε τον Ιανουάριο του 1828 και βρήκε χάος. Μέσα σε τριάμισυ χρόνια έβαλε τα θεμέλια για θεσμούς, οικονομία, στρατό. Βρήκε ένα κράτος ανύπαρκτο, τα σύνορα του οποίου ήσαν απροσδιόριστα. Εκείνος με τις γνωριμίες του κατόρθωσε να αποκτήσουμε σύνορα έστω και στη γραμμή Αμβρακικού-Παγασητικού. Παραλλήλως πίεζε τις Δυνάμεις για να ενταχθούν στην Ελλάδα και άλλα τμήματα του Ελληνισμού, τα οποία είχαν επαναστατήσει.

Πώς, λοιπόν, απαιτούν ορισμένοι από τον πρώτο Κυβερνήτη να εφαρμόσει το, πολύ προοδευτικό για την εποχή του, Σύνταγμα της Γ΄ Εθνοσυνελεύσεως, όταν δεν υπήρχε κράτος; Αναγκάστηκε να αναστείλει την εφαρμογή του Συντάγματος για ένα διάστημα μέχρι να ορθοποδήσει στοιχειωδώς το νεογέννητο κράτος. Όσοι τον κατηγορούν λησμονούν ότι, όταν έφτασε ο Καποδίστριας, ο Ιμπραήμ κρατούσε στα χέρια του ισχυρές θέσεις στην Πελοπόννησο και ανέλαβε ο Γάλλος στρατηγός Μαιζόν με το ιππικό να διώξει τα αιγυπτιακά στρατεύματα. Μπορεί να εφαρμοσθεί ομαλά το Σύνταγμα όταν η μισή χώρα κατέχεται;

Ο Καποδίστριας ουσιαστικά λετουργούσε σε κατάσταση πολέμου ή κατά τη σύγχρονη νομική ορολογία σε «κατάσταση πολιορκίας». Οι συνταγματολόγοι θα μας πουν ότι και σήμερα σε δημοκρατικά κράτη προβλέπεται η αναστολή σημαντικών άρθρων του Συντάγματος για την αντιμετώπιση μιας κατάστασης έκτακτης ανάγκης. Το ισχύον Σύνταγμα της Ελλάδος, στο άρθρο 48, προβλέπει ότι -με μία συγκεκριμένη διαδικασία- αναστέλλονται ορισμένα κρίσιμα άρθρα του όταν η χώρα βρίσκεται σε πόλεμο, όταν κινδυνεύει η εδαφική ακεραιότητα ή όταν απειλείται το πολίτευμα. Όλα αυτά συνέβαιναν στο νεαρό Ελληνικό Κράτος όταν εκλήθη ο Καποδίστριας να κυβερνήσει για μία πενταετία.

Και σε τελευταία ανάλυση ποιοί ήσαν οι «φιλελεύθεροι» που δυσανασχετούσαν; Οι υπαίτιοι δύο εμφυλίων πολέμων που είχαν οδηγήσει την Επανάσταση στο χείλος του γκρεμού; Ή εκείνοι που για να αντιπολιτευθούν τον Καποδίστρια έβαλαν τον – κατά τα άλλα ένδοξο – ναύαρχο Μιαούλη να βυθίσει δύο πλοία από τον μικρό πολεμικό στόλο της Ελλάδος στον Πόρο; Ήσαν φιλελεύθεροι εκείνοι που υπονόμευαν την απελευθέρωση ελληνικών εδαφών για να «εκδικηθούν» τον Κυβερνήτη;

Τρεις μήνες πριν από τη δολοφονία του ο Καποδίστριας έγραφε σε επιστολή του (10.6.1831): « Εν όσω υπάρχει η παρούσα γενεά, οι προύχοντες, ένεκα συμφερόντων και παθών συνενούμενοι, θα παραλύωσι ραδιουργούντες πάσαν οιανδήποτε τάξιν πραγμάτων, ουδέποτε θα υποστηρίξωσιν, και το χείριστον, ουδέποτε θα δημιουργήσωσιν Κυβέρνησιν».
