Οι Πρέσπες άνοιξαν την όρεξη σε Τούρκους και Σλαβομακεδόνες ….Βορειομακεδόνες

Όταν ο Αλέξης Τσίπρας, ως πρωθυπουργός, υπέγραψε την Συμφωνία των Πρεσπών, υποστήριξε στη Βουλή αυτή του την απόφαση χρησιμοποιώντας ως επιχείρημα πως «κλείνουμε το μέτωπο με τα Σκόπια και μας επιτρέπει να αφιερωθούμε στον εξ ανατολών κίνδυνο για τη χώρα μας», υπονοώντας την Τουρκία. Την ίδια εποχή τα στελέχη του ΣΥΡΙΖΑ περιδιάβαιναν –ως μετέχοντες σε ζωική εμποροπανήγυρη της περιφέρειας– τους τηλεοπτικούς σταθμούς κι έλεγαν πως «με τη Συμφωνία η άμυνα εξ αέρος των γειτόνων μας εξαρτάται από την Ελληνική Πολεμική Αεροπορία».

Οι διαφωνούντες με τη Συμφωνία αντέτειναν στην τότε κυβερνητική προπαγάνδα ότι δεν αποτυπώνονταν πουθενά όλα όσα έλεγαν από τον ΣΥΡΙΖΑ. Όπως επίσης ότι δεν υπήρχαν πουθενά δικλείδες ασφαλείας που να απέκλειαν την οποιαδήποτε αμυντική συμφωνία της Βόρειας Μακεδονίας με οποιαδήποτε άλλη χώρα-μέλος του ΝΑΤΟ. Κάτι που ισχύει με όλα τα μέλη της συμμαχίας. Επίσης, οι διαφωνούντες εξέφραζαν ένα ορθό επιχείρημα: Ότι θα ενισχυθεί η εντύπωση της Άγκυρας ότι, αφού η Αθήνα κάνει υποχωρήσεις σε απαιτήσεις των αδύναμων Σκοπίων, αν πιεστεί ασφυκτικά θα υποχωρήσει πολύ περισσότερο έναντι των απαιτήσεων της πολύ ισχυρότερης Τουρκίας.
Από τις πρώτες ημέρες που τέθηκε εν ισχύι η Συμφωνία των Πρεσπών, οι γείτονές μας φρόντισαν συστηματικά να την παραβιάζουν παρά τις φανφαρολογίες του Ζόραν Ζάεφ, περί αδερφικής φιλίας με τον Αλέξη Τσίπρα. Αλλά και το γεγονός ότι η κόρη του Σκοπιανού πρωθυπουργού δεν παραλείπει κάθε καλοκαίρι ένα ταξίδι στη Χαλκιδική για διακοπές.
Και οι παραβιάσεις της Συμφωνίας εκ μέρους των γειτόνων μας εντάθηκαν από την ημέρα που ανέλαβε τη διακυβέρνηση της χώρας ο Κυριάκος Μητσοτάκης, παρά το γεγονός ότι είχε δηλώσει ότι θα σεβαστεί τη Συμφωνία που είχε υπογράψει η χώρα. Επίσης, ο κ. Μητσοτάκης σεβάστηκε στο έπακρο και την υπόσχεση που είχε δώσει τον Απρίλιο του 2019 ο κ. Τσίπρας κατά την επίσκεψή του στα Σκόπια, ότι η Ελλάδα θα αναλάβει εκ μέρους του ΝΑΤΟ την επιτήρηση του FIR της Βόρειας Μακεδονίας. Λες και ο Ζόραν Ζάεφ με τις παραβιάσεις ήθελε να εκφράσει τη λύπη του που ηττήθηκε σε όλες τις εκλογικές μονομαχίες του 2019 ο φίλος του Αλέξης Τσίπρας.
Δεν κάλεσαν τον Έλληνα πρέσβη
Είναι χαρακτηριστικό ότι τον Μάιο του 2020, στις 29 Μαΐου συγκεκριμένα, στα Σκόπια στήθηκε μία γιορτή για την είσοδο της χώρας στο ΝΑΤΟ. Παρόντες εκτός της υπουργού Άμυνας της Β. Μακεδονίας, Ραντμίλα Σεκερίνσκα, και η Αμερικανή πρέσβης, Κέιτ Μπερνς. Στην εκδήλωση πέταξαν και έξι αεροπλάνα. Δύο αμερικανικά βομβαρδιστικά B-1B και τέσσερα ελληνικά μαχητικά F16/Block52+ της 337 μοίρας Πολεμικής Αεροπορίας. Από την εξέδρα των επισήμων απουσίαζε το ελληνικό στοιχείο. Η δικαιολογία εκ μέρους των διοργανωτών ήταν ότι ο Έλληνας πρέσβης, Χρήστος Γιαννακάκης, απουσίαζε επειδή ανέρρωνε από κορωνοϊό. Κι όμως, συνεργάτες του κ. Γιαννακάκη έλεγαν πως «δεν είχε λάβει καμία απολύτως πρόσκληση». Το δε εντυπωσιακότερο ήταν ότι κατά τη διάρκεια των δηλώσεων η Σεκερίνσκα ευχαρίστησε (παραλίγο να βάλει τα κλάματα) τις ΗΠΑ για την ασφάλεια που προσφέρουν στη Βόρεια Μακεδονία, λησμονώντας να αναφέρει καν το όνομα της Ελλάδας, πάρα το γεγονός ότι από τα έξι αεροπλάνα που πέταξαν πάνω από τη γειτονική χώρα, τα τέσσερα ήταν ελληνικά. Στην Αθήνα, στο ελληνικό υπουργείο Εξωτερικών υποβάθμισαν το γεγονός, τονίζοντας πως «το περιστατικό δεν κρίνεται ικανό να αξιολογηθεί».
Αυτό ήταν ένα από τα πολλά… παραστρατήματα του Ζόραν Ζάεφ και των υπουργών του που ανέχθηκε το ελληνικό υπουργείο Εξωτερικών. Την ίδια ώρα υπήρχαν πολλές καθυστερήσεις εκ μέρους των γειτόνων μας σε πολλά διαδικαστικά θέματα, όπως η αλλαγή στην ονομασία των επίσημων εγγράφων, αλλά η Ελλάδα ήταν πάντα παρούσα. Έτσι, η κυβέρνηση Μητσοτάκη προσέφερε την αρωγή της στην κυβέρνησης Ζάεφ για την αντιμετώπιση της πανδημίας, ενώ έδωσε κι εμβόλια, καθώς λόγω της Ε.Ε. η χώρα μας είχε πρόσβαση και στη λήψη αποφάσεων στις Βρυξέλλες, ενώ προμηθεύτηκε βάσει της κοινοτικής συμφωνίας απ’ ευθείας εμβόλια από τις εταιρείες.
Οι ερωτήσεις του Λοβέρδου
Από τον Απρίλιο του 2021 ο Ανδρέας Λοβέρδος έχει υποβάλει τρεις ερωτήσεις στην ελληνική Βουλή, ζητώντας ενημέρωση για το εάν υπάρχει έλεγχος εκ μέρους της Ελλάδας στην τήρηση των συμφωνηθέντων εκ μέρους της Βόρειας Μακεδονίας. Μάλιστα επειδή ο πρώην υπουργός ένιωσε ότι δεν έλαβε απάντηση από τον Νίκο Δένδια, τον Μάιο κατέθεσε την ίδια ερώτηση προς τον πρωθυπουργό τονίζοντας χαρακτηριστικά: «Εκτός από το όνομα στο οποίο η Ελλάδα έκανε παραχώρηση, κατά πόσο εφαρμόζονται οι υπόλοιπες ρυθμίσεις της Συμφωνίας των Πρεσπών;»
Στην ερώτησή του ο κ. Λοβέρδος ζητούσε να ενημερωθεί για τα ακόλουθα:
- Πρώτον, αν έχει συσταθεί η Επιτροπή Εμπειρογνωμόνων, η σύσταση της οποίας προβλεπόταν να γίνει έναν μήνα μετά την υπογραφή της Συμφωνίας, και τι έργο έχει παραγάγει.
- Δεύτερον, αν συστάθηκε το Ανώτατο Συμβούλιο Συνεργασίας και τι Εκθέσεις έχει υποβάλει μέχρι στιγμής, όπως είναι υποχρεωμένο, σε αυτά τα τρία χρόνια;
- Τρίτον, αν συστάθηκε η Κοινή Υπουργική Επιτροπή, για την οποία προσωπικά αρμόδιος είναι ο υφυπουργός Οικονομικής Διπλωματίας και Εξωστρέφειας, Κωνσταντίνος Φραγκογιάνης.
Κανένας δεν παρακολουθεί
Και ως φαίνεται, ουδείς παρακολουθεί την εξέλιξη της Συμφωνίας των Πρεσπών, δηλαδή το εάν τηρούνται οι όροι της Συμφωνίας εκ μέρους των γειτόνων μας. Διότι, εάν υπήρχε η δέουσα προσοχή από το ελληνικό υπουργείο Εξωτερικών, τότε θα είχαμε προλάβει μία σειρά από… ατασθαλίες εκ μέρους των Σκοπίων. Όπως, για παράδειγμα, ότι στο πρόσφατο ευρωπαϊκό πρωτάθλημα ποδοσφαίρου παρουσιάστηκαν με το σήμα στις φανέλες ως Ποδοσφαιρική Ομοσπονδία Μακεδονίας και όχι ως Π.Ο. Βόρειας Μακεδονίας, ως όφειλαν.
Κι εκεί η χώρα μας έτρεχε πίσω από τα γεγονότα. Διότι ο ίδιος ο Ζόραν Ζάεφ ανήρτησε στα μέσα κοινωνικής δικτύωσης ότι «είμαι στο Άμστερνταμ και στηρίζω τη μακεδονική εθνική ομάδα», για να ζητήσει συγγνώμη δύο ημέρες αργότερα, όταν κινητοποιήθηκε η Αθήνα. Ο πρωθυπουργός τής Β. Μακεδονίας ναι μεν ζήτησε συγγνώμη, αλλά προσπάθησε να βγει και από πάνω: «Αυτός δεν είναι λόγος να καθυστερήσουν οι Συμφωνίες και τα Μνημόνια στο ελληνικό Κοινοβούλιο».
Χαρούμενη η Σεβερίνσκα επιδεικνύει την συμφωνία που υπέγραψε με τον Χολουσί Ακάρ
Τα νταραβέρια με την Τουρκία
Ουκ ολίγες φορές –όπως επισημάνθηκε και παραπάνω– ο Αλέξης Τσίπρας χρησιμοποίησε την Τουρκία για να πείσει την κοινωνία για τη Συμφωνία των Πρεσπών. Έτσι στο Υπουργικό Συμβούλιο στις 3 Απριλίου του 2018 είχε τονίσει: «Με δεδομένο ότι η Τουρκία βρίσκεται σε ένταση, έχουμε έναν ακόμη λόγο να επιδιώκουμε το κλείσιμο όσο το δυνατόν περισσότερων μετώπων στην εξωτερική μας πολιτική, ώστε να μη σπαταλάμε διπλωματικό και πολιτικό κεφάλαιο, και με αυτή την έννοια θα πρέπει να συνεχίσουμε στην ίδια κατεύθυνση, ώστε να επιλύσουμε τα ζητήματα στα βόρεια σύνορά μας τόσο με την Αλβανία, αλλά και με την πΓΔΜ, χωρίς υποχωρήσεις από πάγιες εθνικές μας θέσεις και με αίσθημα εθνικής ευθύνης».
Ένα χρόνο αργότερα –πριν από τις εκλογές του Ιουλίου του 2019– στις 23 Ιουνίου του 2019 στην ΕΡΤ ο κ. Τσίπρας είχε πει για τη Συμφωνία των Πρεσπών και τα οφέλη για την Ελλάδα: «Η πραγματική απειλή για τα εθνικά μας συμφέροντα δεν είναι από τα βόρεια, ούτε από τα δυτικά, ούτε από τα νότια, αλλά είναι από τα ανατολικά. Και τώρα πιστεύω ότι και ο τελευταίος Έλληνας πολίτης, που ευλόγως ενδεχομένως είχε ευαισθησίες, τάχθηκε με σκεπτικισμό, με προβληματισμό ή και αντίθετα σε αυτή τη συμφωνία, τώρα αρχίζει και καταλαβαίνει πόσο σημαντική ήταν αυτή η συμφωνία για τα εθνικά μας συμφέροντα. Τώρα που βλέπει ότι, αν δεν είχαμε αυτή τη συμφωνία, την επιτήρηση του εναέριου χώρου της Βόρειας Μακεδονίας θα την είχαν τα τουρκικά F-16. Και δεν θα είχαμε τουρκικά F-16 μόνο στο Αιγαίο, θα είχαμε και στα βόρεια σύνορά μας. Τώρα, λοιπόν, και ο τελευταίος Έλληνας πολίτης, Μακεδόνας πολίτης, συνειδητοποιεί ότι όχι μόνο δεν χάσαμε από αυτή τη συμφωνία, όπως κάποιοι έσπευσαν με ψηφοθηρική διάθεση να μας πουν, αλλά κερδίσαμε».
Κι όμως, η Βόρεια Μακεδονία δεν στάθηκε εκεί. Αλλά λόγω της εισδοχής της στο ΝΑΤΟ προχώρησε σε υπογραφή αμυντικής συμφωνίας με την Τουρκία. Μία συμφωνία, την οποία ουδείς επακριβώς γνωρίζει. Παρά μόνο το ότι Άγκυρα και Σκόπια αποφάσισαν για την επόμενη πενταετία να έχουν οικονομική και στρατιωτική συνεργασία με σκοπό τη βελτίωση των δυνατοτήτων των Ενόπλων Δυνάμεων της γειτονικής χώρας. Για τον σκοπό αυτό, η Τουρκία θα εκταμιεύει κάθε χρόνο κονδύλια, όπως ανακοίνωσαν τα Σκόπια. Και πώς θα επιτευχθεί η βελτίωση των Ενόπλων Δυνάμεων της Β. Μακεδονίας; Προφανώς με το να υπάρχουν Τούρκοι στρατιωτικοί, οι οποίοι θα εγκατασταθούν στα Σκόπια για να εκπαιδεύσουν τον στρατό. Άρα, δεν καταφέραμε να απομονώσουμε τους Τούρκους από τα βόρεια σύνορά μας. Θα τους βρίσκουμε διαρκώς μπροστά μας. Άρα, και η Συμφωνία των Πρεσπών σε καμία περίπτωση δεν λύνει το ζήτημα.
Μετά την υπογραφή της συμφωνίας των Πρεσπών ο Ντιμιτρόφ έτρεξε στον Τσαβούσογλου
Για να πούμε και του στραβού το δίκιο, Άγκυρα και Σκόπια συνεργάζονται στενά εδώ και περισσότερα από 30 χρόνια. Επισήμως οι δυο χώρες συμπορεύονταν από το 2008 με συμφωνία συνεργασίας και περίμεναν πώς και πώς να βρεθεί λύση στο όνομα της γειτονικής χώρας για να εισέλθουν στο ΝΑΤΟ και να είναι εφικτή η στρατιωτική συμφωνία. Και φυσικά η περιβόητη Συμφωνία των Πρεσπών δεν τα ξεκαθάρισε όλα αυτά. Διότι δεν πρέπει να λησμονούμε ότι, όταν ψηφίστηκε στην Ελληνική Βουλή η Συμφωνία τον Ιανουάριο του 2019 ο υπουργός Εξωτερικών της Β. Μακεδονίας, Νίκολα Ντιμιτρόφ, έτρεξε στην Τουρκία όπου τον υποδέχθηκε μετά Βαΐων και κλάδων ο Μεβλούτ Τσαβούσογλου, όπου μεταξύ άλλων του υπενθύμισε ότι «η Τουρκία διατηρεί με τη Μακεδονία μια φιλία που έχει ρίζες αιώνες πίσω, και ισχυρούς δεσμούς! Κι ότι η Τουρκία εξ αρχής είχε αναγνωρίσει τη “Μακεδονία” με τη συνταγματική της ονομασία». Τότε ήταν που ο Τσαβούσογλου είχε πει ότι «συζητάμε τώρα την ανάπτυξη των σχέσεων στην αμυντική βιομηχανία και άλλους τομείς. Είναι πολύ σημαντική η συνεργασία μας σε θέματα ασφάλειας».
Οπότε και ο πλέον αδαής κατανοεί ότι οι δικαιολογίες της Κουμουνδούρου πως οι Σκοπιανοί προχώρησαν στη συμφωνία με την Τουρκία επειδή καθυστέρησε η Ελλάδα να κυρώσει τα μνημόνια συνεργασίας και τη σύμβαση για το FIR είναι μάλλον αστείες. Οι γείτονές μας ήδη είχαν ξεκινήσει τις διαπραγματεύσεις με τους Τούρκους πριν καν γίνουν δεκτοί στους κόλπους του ΝΑΤΟ. Άρα αποδεικνύεται ότι δεν υπήρχε καμία δικλείδα ασφαλείας στη Συμφωνία των Πρεσπών.
Και με τα διαβατήρια
Τα στελέχη της αξιωματικής αντιπολίτευσης ισχυρίζονται πως «με τη συμφωνία των Πρεσπών δεν αναγνωρίσαμε μακεδονική εθνότητα». Όντως δεν υπάρχει ρητή αναγνώριση. Όμως υπάρχει μία κερκόπορτα, καθώς αναγνωρίζει τους πολίτες της «Βόρειας Μακεδονίας» ως «Μακεδόνες», και έτσι θα αναγράφονται στα διαβατήρια. Είναι προφανές ότι το συμπλήρωμα «πολίτης της Βόρειας Μακεδονίας» δεν πρόκειται να εκφέρεται. Η αναγνώριση αυτή, σε συνδυασμό με το όνομα «μακεδονική γλώσσα», εμμέσως πλην σαφώς ορίζει και την εθνότητα ως «μακεδονική». Και φυσικά, η κυβέρνηση Ζάεφ εξακολουθεί να διατηρεί τα διαβατήρια με το όνομα «Μακεδονία». Όπως φάνηκε και στο επίσημο κυβερνητικό διαφημιστικό, που προτρέπει τους κατοίκους της Β. Μακεδονίας να εμβολιαστούν για να μπορούν να ταξιδεύουν άφοβα στο εξωτερικό. Στο βίντεο οι πρωταγωνιστές κρατούν ανά χείρας διαβατήρια με το όνομα «Μακεδονία». Νέτα-σκέτα.
Όλοι κατανοούμε ότι η ελληνική κυβέρνηση έχει δεμένα χέρια και δεν μπορεί να ακυρώσει μία διακρατική συμφωνία που έχει κυρωθεί από τον ΟΗΕ. Οι διακρατικές συμφωνίες δεν αλλάζουν, δεν αναθεωρούνται. Ακόμη και εάν υποθέσουμε ότι η ελληνική κυβέρνηση αποφάσιζε να την ακυρώσει, τότε θα ήταν απέναντι στις μεγάλες δυνάμεις, που πίεζαν πολλά χρόνια για να λυθεί το ζήτημα του ονόματος των Σκοπίων.
Οπότε αυτό που μένει σε εμάς είναι να απαντήσουμε με την ίδια στρατηγική. Πρωτοστατούν σε μπαμπεσιές οι Σκοπιανοί, να απαντάμε κι εμείς. Όχι με μπαμπεσιές, αλλά με το να κρατάμε στο συρτάρι για το απώτερο μέλλον τις υποχρεώσεις μας με βάση τη Συμφωνία των Πρεσπών. Και να προχωρήσουμε στην υλοποίησή τους, μόνο όταν υπάρχει συμμόρφωση των γειτόνων μας. Και φυσικά, οφείλει το ελληνικό υπουργείο Εξωτερικών να παρακολουθεί με μόνιμους εμπειρογνώμονες και εξειδικευμένους νομικούς την πιστή υλοποίηση κι εφαρμογή της Συμφωνίας.
