Ιστορική αμυντική συμφωνία Ελλάδας-Γαλλίας: Μετά τα Rafale η Ελλάδα αποκτά 3+1 φρεγάτες Belharra
Ολοκληρώθηκαν οι δηλώσεις του πρωθυπουργού Κυριάκου Μητσοτάκη και του Γάλλο προέδρου Εμανουέλ Μακρόν από το Ελιζέ στο Παρίσι για τη στρατηγική συμφωνία Ελλάδας-Γαλλίας και την αγορά φρεγατών Belharra.
Πριν από τις ανακοινώσεις Μητσοτάκη-Μακρόν οι υπουργοί Εθνικής Αμυνας και Εξωτερικών Ελλάδας και Γαλλίας υπέγραψαν τα σύμφωνα αμυντικής συνδρομής ανάμεσα σε Ελλάδα και Γαλλία.
Μακρόν: Θέλουμε να προστατεύσουμε την ακεραιότητα των κρατών μας
«Υπέγραψα μόλις τώρα μια στρατηγικής σημασίας συμφωνία για την άμυνα και την ασφάλεια, που είναι απαύγασμα μιας εργασίας από τον Ιούλιο του 2018 και κυρίως καρπός των τελευταίων 18 μηνών που οδήγησαν τη Γαλλία να δεσμευτεί στο πλευρό σας το καλοκαίρι του 2020» τόνισε ο πρόεδρος της Γαλλίας Εμμανουέλ Μακρόν κατά τη διάρκεια των κοινών δηλώσεων με τον Έλληνα πρωθυπουργό Κυριάκο Μητσοτάκη, μετά την τελετή υπογραφής της Συμφωνίας για την στρατηγική εταιρική σχέση σε Άμυνα και Ασφάλεια μεταξύ Ελλάδος και Γαλλίας.
Ο κ. Μακρόν τόνισε ότι το περασμένο καλοκαίρι «εντατικοποιήσαμε τη συνεργασία που καταλήγει στη συμφωνία να δυναμώσουμε και να εντατικοποιήσουμε τη συνεργασία μας στη βάση των κοινών μας συμφερόντων».
Πρόσθεσε επίσης ότι «θέλουμε να προστατεύσουμε την ακεραιότητα αμφοτέρων των κρατών μας, προωθώντας την ασφάλεια και την σταθερότητα στις κοινές μας περιοχές».
Ο κ. Μακρόν έκανε λόγο για εμβάθυνση της συνεργασίας στα στρατηγικά διακυβεύματα στο στρατιωτικό κομμάτι, κάτι που μεταφράζεται -όπως είπε- από την ελληνική απόφαση να αποκτήσει τα αεροσκάφη Rafalle και την απόφαση να αποκτήσει τρεις φρεγάτες τύπου Belharra που θα κατασκευαστούν στη Γαλλία.
«Αυτή η συνεργασία εγγράφεται στο αμοιβαίο σχέδιο των δικών μας δεσμεύσεων στο επίπεδο ΕΕ και ΝΑΤΟ επεκτείνοντας και ενδυναμώνοντας τις σχέσεις για την προστασία της δικής μας περιοχής επ’ ωφελεία της ειρήνης και της ασφάλειας στη Μεσόγειο και στα Βαλκάνια» ανέφερε ο κ.Μακρόν.

«Σήμερα είναι μια ιστορική ημέρα για την Ελλάδα και τη Γαλλία, γιατί με τον Πρόεδρο Μακρόν αποφασίσαμε την αναβάθμιση της διμερούς αμυντικής συνεργασίας μας, διευρύνοντας παράλληλα την διάθεση των κρατών μας για συμπαράταξη, για αμοιβαία συνδρομή και για κοινή δράση σε όλα τα πεδία. Η υπογραφή της συμφωνίας για την εγκαθίδρυση στρατηγικής εταιρικής σχέσης για την συνεργασία στην άμυνα και στην ασφάλεια δεν αποτυπώνει μόνο αλλά ενισχύει μια πραγματικότητα η οποία είναι γνωστή σε όλους πως οι δύο χώρες μας Ελλάδα και Γαλλία έχουν ήδη αναπτύξει μια πολύ ισχυρή συμμαχική σχέση που ουσιαστικά υπερβαίνει τις υποχρεώσεις της μίας έναντι της άλλης στο πλαίσιο της ΕΕ και του ΝΑΤΟ» τόνισε ο πρωθυπουργός Κυριάκος Μητσοτάκης στις δηλώσεις του για τη στρατηγική συμφωνία Ελλάδας-Γαλλίας και την αγορά φρεγατών Belharra.
Μακρόν: Η συμφωνία συνεισφέρει στην ευρωπαϊκή ανεξαρτησία
Η συμφωνία συνεισφέρει στην ευρωπαϊκή ανεξαρτησία, στην ενδυνάμωση της ευρωπαϊκής κυριαρχίας και στην παγκόσμια ειρήνη ανέφερε ο Εμανουέλ Μακρόν, συνεχίζοντας τις δηλώσεις του, τονίζοντας παράλληλα ότι η συνεργασία αυτή δεν έχει κανένα προϊστάμενο διότι μιλάμε για μια ειρήνη κοινή. «Πρέπει να πω ότι έχουμε ένα κοινό όραμα, αυτό των κοινών μας συμφερόντων και της σταθερότητας. Μια βούληση να δράσουμε και να συνεργαστούμε από κοινού. Αυτή η συνεργασία εγγράφεται στην πίστη που έχουμε από κοινού στη μάχη μας επ’ ωφελεία ενός ευρωπαϊκού αγαθού».
Ο κ. Μακρόν τόνισε επίσης: “Επιπλέον πρέπει να τονίσω την έκθεση που εγκαινιάσαμε χθες. Η Ελλάδα είχε πολιτισμό πριν γίνει έθνος, και μας επέτρεψε να είμαστε ο κόσμος που είμαστε. Η Ελλάδα είναι το κράτος που εδώ και δυο αιώνες μπόρεσε να ακολουθήσει ένα ανείπωτο μονοπάτι, εκείνο της ανεξαρτησίας και να είναι μέρος της καρδιάς της Ευρώπης. Εδώ και αιώνες η Γαλλία έδωσε τη δική της μάχη για τα ιδανικά της απελευθέρωσης της Ελλάδας και θα συνεχίσει να το κάνει γιατί πρόκειται για κάτι υπαρξιακό για το δικό σας λαό και για το δικό μας. Για όλους αυτούς τους λόγους η συνεργασία αυτή είναι συνεκτική με τις βαθιές μας δεσμεύσεις, και πιστεύω ότι στη δική μας ήπειρο αυτό απαιτείται και για τα επόμενα έτη».
Τέλος ο κ. Μακρόν εξέφρασε την αλληλεγγύη του προς τους σεισμόπληκτους στην Κρήτη. «Είμαστε αλληλέγγυοι στο πλευρό σας, όπως το καλοκαίρι πριν από ένα χρόνο, όπως με τις φωτιές, και ξέρω ότι θα φύγετε για την Κρήτη όπου υπάρχει ένας σεισμός, παρακαλώ δεχθείτε την αλληλεγγύη μας για ακόμη μια φορά».
Μητσοτάκης για ευρωστρατό -Κάνουμε σήμερα ένα πρώτο τολμηρό βήμα
«Μάλιστα οι τομείς της εξωτερικής και αμυντικής πολιτικής καλύπτουν ένα σημαντικό μέρος αλλά δεν εξαντλούν σε καμία περίπτωση αυτή τη συνεργασία… Οι κοινές προσπάθειές μας ανέδειξαν με τον πιο εύγλωττο τρόπο τις προκλήσεις που θέτει η κλιματική κρίση στο ευαίσθητο οικοσύστημα της κοινής μας θάλασσας, της Μεσογείου» σημείωσε ο πρωθυπουργός.
«Διαχρονικά η Ελλάδα και η Γαλλία, η Γαλλία και η Ελλάδα έχουν δεσμούς τους οποίους διαπερνούν κοινές αξίες. Η πίστη στην ελευθερία στη δημοκρατία, στο κράτος δίκαιου στα ανθρώπινα δικαιώματα και ασφαλώς ο σεβασμός και η προάσπιση του διεθνούς δικαίου και ιδίως της σύμβασης των Ηνωμένων Εθνών για το δίκαιο της θάλασσας» υπογράμμισε και συμπλήρωσε «η σημερινή εξέλιξη έρχεται να εδραιώσει αυτή την κοινή συνετή πορεία. Αποτελεί όμως και μια πρωτοβουλία που ανταποκρίνεται στα αιτήματα των καιρών στην ήπειρο μας. Γιατί Ελλάδα και Γαλλία κάνουν σήμερα ένα πρώτο τολμηρό βήμα προς την ευρωπαϊκή στρατηγική αυτονομία. Με τον Πρόεδρο Μακρόν έχουμε το ίδιο όραμα για την ανάπτυξη των αναγκαίων αμυντικών δυνατοτήτων και τις ικανότητες της αυτόνομης απόκρισης της Ευρώπης στις προκλήσεις που αντιμετωπίζει».
Μακρόν για υποβρύχια, Αυστραλία και ΗΠΑ
Απαντώντας σε ερώτηση σχετικά με το εάν είναι μια χειρονομία για να καταλαγιάσει την κρίση με της ΗΠΑ ο γάλλος πρόεδρος Εμμανουέλ Μακρόν τόνισε ότι “αυτό που υπογράφουμε είναι μια στρατηγική συμφωνία δική μας. Μίλησα με τον κ. Μπάϊντεν και εκφράστηκα επ αυτού σε σχέση με το αυστραλιανό σύμφωνο.
Η επιλογή της Αυστραλίας δεν αλλάζει τίποτα στην στρατηγική της Γαλλίας στον Ειρηνικό. Έχουμε πολλούς εταίρους στην περιοχή, και η Γαλλία είναι μια δύναμη στην περιοχή αυτή ανεξάρτητα από κάθε σύμβαση. Έχουμε πολλούς Γάλλους στην περιοχή, και επίσης 8 χιλιάδες στρατιώτες. Η επιλογή της Αυστραλίας με κάποιες συνέπειες που θα δούμε τις εβδομάδα που ακολουθούν, δεν έχει αντίκτυπο στην Ινδοειρηνική στρατηγική της Γαλλίας. Αυτή η στρατηγική εκφράστηκε σε ευρωπαϊκό επίπεδο. Η σύμβαση με την Αυστραλία ήταν μια εμπορική συμφωνία που ανήκε στους επικεφαλής των αντίστοιχων υπουργείων, υπήρχε όμως η κατασκευή υποβρυχίων στην Αυστραλία για τους Αυστραλούς. Οι επιπτώσεις για τη Γαλλία περιορίζονται σε κάποιες εκατοντάδες θέσεις μηχανικών».
Ο κ. Μακρόν ανέφερε ακόμη ότι ανεξάρτητα από αυτό το θέμα «αυτό που υπογράφουμε σήμερα είναι μια δομικής φύσεως συνεργασία που είναι σε απόλυτη συνοχή με αυτό που είμαστε».
Η συμφωνία ανοίγει τον δρόμο για την αυτοδύναμη και ισχυρή Ευρώπη του μέλλοντος
Ο Κυριάκος Μητσοτάκης επίσης επισήμανε «η συμφωνία ανοίγει τον δρόμο για την αυτοδύναμη και ισχυρή Ευρώπη του μέλλοντος. Μια Ευρώπη που όπως είπε και ο κ. Πρόεδρος θα μπορεί να υπερασπίζεται τα συμφέροντα στην ευρύτερη γειτονιά της, στην Ανατολική Μεσόγειο, στην Μέση Ανατολή, στο Σαχέλ. Μια Ευρώπη που διαθέτει τα μέσα, τη βούληση και την επιρροή ώστε να εγγυάται την ειρήνη και την πρόοδο σε παγκόσμιο επίπεδο, μια Ευρώπη που επιτέλους θα ευθυγραμμίσει την γεωπολιτική της ισχύ με την οικονομική της δύναμη».
«Και ακριβώς στο πλαίσιο αυτής της νέας στρατηγικής εταιρικής σχέσης Ελλάδας -Γαλλίας μετά τα 24 μαχητικά Rafale της πολεμικής αεροπορίας ανακοινώνω ότι η χώρα μας αποκτά και τρεις νέες γαλλικές φρεγάτες Belharra για το πολεμικό μας ναυτικό, με δυνατότητα να προμηθευτεί ακόμη μια. Η βούλησή μου να εξοπλιστεί ο ελληνικός στόλος με σύγχρονες γαλλικές φρεγάτες έχει προφανώς κίνητρο εθνικό καθώς θωρακίζει την πατρίδα μας, έχει όμως και κίνητρο ευρωπαϊκό αφού ενισχύει την κοινή μας αμυντική βιομηχανία» πρόσθεσε ο πρωθυπουργός.
Μακρόν: Βοηθάμε την Ελλάδα, για να την προστατεύσουμε σε περίπτωση επίθεσης και εχθρικής ενέργειας
Απαντώντας σε ερώτηση για το εάν υπήρχαν συνέπειες μεταξύ Γαλλίας και ΗΠΑ εξαιτίας της πρόσφατης κρίσης, εάν είναι εφικτή μια συμφιλίωση και επίσης εάν φοβάται ότι η σημερινή συμφωνία που “ανακοινώθηκε σε ένα πλαίσιο εντάσεων με Τουρκία” θα έχει επίπτωση στην Ανατολική Μεσόγειο, ο κ. Μακρόν απάντησε αρχικά ότι δεν υπάρχει τίποτα καινούργιο με τις ΗΠΑ. “Θα φύγει ο πρέσβης μας αύριο για τις ΗΠΑ με βάση την εντολή να υπάρξουν οι συνθήκες μιας εκ νέου δέσμευσης. Θα υπάρξουν ανταλλαγές απόψεων με τον κ. Μπάϊντεν στα μέσα Οκτώβρη για να δούμε τις συνθήκες που θα υπάρχουν” είπε.
Για το δεύτερο σκέλος της ερώτηση απάντησε:
“Δεν έχω την αίσθηση ότι το καλοκαίρι του 2020 έδειξε πολεμοχαρή στάση στην Ανατολική Μεσόγειο. Πρέπει να δείξουμε ότι είμαστε αλληλέγγυοι με κάθε κράτος μέλος. Αυτό κάναμε πέρσι το καλοκαίρι, αυτό κάνουμε με αυτή τη συνεργασία”.
Ο κ. Μακρόν είπε επίσης για τη συνεργασία με την χώρα μας ότι “η Ελλάδα είναι στην πρώτη γραμμή σε μια περιοχή που πλήττεται, και όπου έχει υψηλό ενεργειακό γεωπολιτικό ρόλο. Βοηθάμε την Ελλάδα να εξοπλιστεί για να διασφαλίσει τα συμφέροντα της, και συνεργαζόμαστε για να την προστατεύσουμε σε περίπτωση επίθεσης και εχθρικής ενέργειας. Έτσι πιστεύω εγώ τη συνεργασία”.
Τέλος ο κ. Μακρόν αναφέρθηκε συνολικά στη στάση των Ευρωπαίων έναντι των ΗΠΑ και είπε τα εξής:
“Οι ευρωπαίοι πρέπει να βγούνε απ΄ την αφέλεια. Γιατί όταν υφιστάμεθα πίεση από δυνάμεις που σκληραίνουν τη στάση τους, θα πρέπει να δείχνουμε ότι έχουμε τη βούληση να αμυνόμαστε. Να μην οδηγούμαστε σε κλιμακώσεις αλλά να μαζεύονται. Οι ΗΠΑ είναι σύμμαχοι και θα παραμείνουν. Αλλά πρέπει αν δούμε ότι εδώ και 10 χρόνια οι ΗΠΑ ασχολούνται με τα του οίκου τους και έχουν δικά τους συμφέροντα με την Κίνα και τον Ειρηνικό. Δικαίωμα τους. Αλλά πρέπει να πω ότι θα κάναμε ένα σοβαρό λάθος εάν δεν θέλαμε να δούμε τις συνέπειες και να αντλήσουμε τα αντίστοιχα συμπεράσματα. Με την ίδια ενάργεια πρέπει να ασχοληθούμε με τη δική μας ανεξαρτησία. Δεν υπάρχει εναλλακτική σε αυτό», συμπλήρωσε.
