Ουραγός στο βασικό μισθό η Ελλάδα, πίσω και από την Τουρκία!
Στοιχεία του γερμανικού ινστιτούτου Wirtschafts-und Sozialwissenschaftliches Institut (WSI) αποκαλύπτουν που πρέπει να πάνε οι εργαζόμενοι προκειμένου να καταφέρουν να κερδίσουν τον καλύτερο κατώτατο μισθό. Για άλλη μια φορά η Ελλάδα βρίσκεται στους ουραγούς καταδεικνύοντας την ισοπέδωση των μισθών που έφερε η οικονομική κρίση.
Σύμφωνα με τα στοιχεία της έρευνας, το ωρομίσθιο στην Αυστραλία ισοδυναμεί με 9,47 ευρώ αγοραστικής δύναμης, όντας εξαπλάσιο της Ρωσίας που αξίζει μόλις 1,64 ευρώ. Η πρώτη πεντάδα συμπληρώνεται από ευρωπαϊκές χώρες, με Ελλάδα, Βραζίλια και Αργεντινή να βρίσκονται μεταξύ των ουραγών της κατάταξης.
Με την χρηματοπιστωτική κρίση να έχει επιδεινώσει τις κοινωνικές ανισότητες σε πολλές χώρες, η στήριξη των χαμηλά αμειβομένων εργαζομένων αποτελεί βασικό στόχο για τις κυβερνήσεις, όπως υπογραμμίζει στο άρθρο της στο blog του World Economic Forum η Έμμα Τσάρλτον. Ενώ οι κατώτατοι μισθοί προσφέρουν μια διαδρομή μακριά από τη φτώχεια, δεν είναι απαλλαγμένοι από την αμφισβήτηση, προκαλώντας συχνά πολιτικά φορτισμένες συζητήσεις και δημιουργώντας πρωτοσέλιδα.
Στην Ευρώπη κορυφώνονται οι συζητήσεις για την αύξηση του κατώτατου μισθού με την Ελλάδα να ξεκινάει συζητήσεις για το ύψος της αύξησης του, στις αρχές του 2019, ενώ στην Ισπανία η κυβέρνηση ανακοίνωσε την μεγαλύτερη ετήσια αύξηση εδώ και 40 χρόνια καθώς θα φτάσει το 22%. Στη Γαλλία υπό την πίεση των «κίτρινων γιλέκων» ο πρόεδρος Μακρόν ανακοίνωσε πως θα αυξηθεί επίσης ο κατώτατος μισθός. Την ίδια στιγμή στην Αυστραλία που βρίσκεται στη κορυφή της κατάταξης υπάρχει ένταση μεταξύ της Επιτροπής Δίκαιης Εργασίας, η οποία καθορίζει τον κατώτατο μισθό, και των συνδικάτων που θέλουν περισσότερα.
Οι υπέρμαχοι λένε ότι οι επιχειρήσεις έχουν ευθύνη να πληρώνουν επαρκώς τους εργαζόμενους για να ζήσουν, ενώ οι πολέμιοι υποστηρίζουν ότι ένας υψηλός κατώτατος μισθός καταστρέφει τις θέσεις εργασίας και εμποδίζει την επιχειρηματικότητα. Μια έκθεση που παρουσιάστηκε νωρίτερα αυτό το έτος από το Ινστιτούτο Φορολογικών Μελετών προειδοποίησε ότι η αύξηση του μισθού διαβίωσης θα μπορούσε να εκθέσει περισσότερες θέσεις εργασίας στην αυτοματοποίηση.
Οι ακαδημαϊκές μελέτες είναι ανάμικτες, αμφισβητώντας ιδέες που έχουν διατυπωθεί επί μεγάλο χρονικό διάστημα ότι τα όρια κατώτατων αμοιβών οδηγούν σε περικοπές θέσεων εργασίας και λιγότερες ώρες που προσφέρονται στους εργαζομένους, ενώ παράλληλα βλάπτουν τις μικρές επιχειρήσεις και ωθούν προς τα πάνω τις τιμές.
«Πριν από τριάντα χρόνια, οι περισσότεροι οικονομολόγοι εξέφραζαν την εμπιστοσύνη τους σε έρευνες ότι οι κατώτατοι μισθοί είχαν σαφώς αρνητικές επιπτώσεις στις θέσεις εργασίας. Αυτό δεν είναι πλέον αλήθεια σήμερα», δήλωσε ο Arindrajit Dube, καθηγητής οικονομικών στο Πανεπιστήμιο της Μασαχουσέτης, στο Amherst, σε ένα podcast του NPR. «Το βάρος των στοιχείων μέχρι σήμερα δείχνει ότι οι επιπτώσεις στην απασχόληση από τις αυξήσεις του κατώτατου μισθού στις ΗΠΑ ήταν πολύ μικρές. Πολύ μικρότερες από τις μισθολογικές αυξήσεις».
Στην πραγματικότητα, πολλοί εργαζόμενοι με την ελάχιστη αμοιβή σε ανεπτυγμένες χώρες εργάζονται στον τομέα των υπηρεσιών, όπου μπορεί να είναι ευκολότερο να μεταβιβαστούν οι αυξήσεις των μισθών στους πελάτες μέσω υψηλότερων τιμών. Ορισμένες εταιρείες δεν φοβούνται να πληρώνουν περισσότερα, επειδή μειώνουν τις αλλαγές προσωπικού, μειώνοντας τις δαπάνες για προσλήψεις και κατάρτιση.
Ωστόσο, υπάρχει περιφερειακή διαφοροποίηση. Στις ΗΠΑ, το κατώτατο όριο ποικίλλει ανά πολιτεία, με ορισμένες περιοχές να σχεδιάζουν να αυξήσουν τον κατώτατο μισθό τους έως και στα 15 δολάρια την ώρα. Οι πόλεις τείνουν να είναι εκεί όπου τα επίπεδα των αμοιβών αυξάνονται ταχύτερα, επειδή οι καταναλωτές μπορούν να ανεχθούν υψηλότερες τιμές.
Το κόστος ζωής επίσης κάνει διαφορά. Ενώ το απόλυτο επίπεδο αμοιβών στις ΗΠΑ έχει αυξηθεί τα τελευταία 50 χρόνια, οι εργαζόμενοι είναι φτωχότεροι, επειδή οι αυξήσεις δεν έχουν ακολουθήσει το ρυθμό τουν πληθωρισμού.
Υπάρχει ακόμα δρόμος για να εξεταστούν και να διερευνηθούν οι επιπτώσεις των κατώτατων μισθών και η επίδρασή τους στην αγορά εργασίας. Η παρακολούθηση της εξέλιξης αυτών των κατώτατων ορίων σε σχέση με τους μέσους μισθούς μπορεί να προσφέρει έναν οδηγό για το πόσο μπορούν να αυξηθούν χωρίς αυτό να οδηγήσει σε ορατές απώλειες θέσεων εργασίας, αλλά οι περισσότεροι ερευνητές συμφωνούν ότι χρειάζεται περισσότερη δουλειά.
«Ο κατώτατος μισθός έχει πολύ μεγαλύτερο τίμημα στις περιοχές χαμηλών μισθών«, λέει ο Dube. Για αυτόν, το θέμα είναι να παρακολουθούμε προσεκτικά τα δεδομένα για να εντοπίσουμε το «ιδανικό σημείο, πέρα από το οποίο μπορεί να μην είναι καλή ιδέα να αυξηθεί περαιτέρω.
