Γερμανός ιστορικός: Δικαιολογημένες οι αξιώσεις για τις γερμανικές αποζημιώσεις -Δεν υπάρχει παραγραφή

Δικαιολογημένες χαρακτηρίζει ο Γερμανός ιστορικός Καρλ Χάιντς Ροτ τις ελληνικές αξιώσεις για τις γερμανικές αποζημιώσεις, τoνίζοντας ότι στο διεθνές δίκαιο δεν υπάρχει παραγραφή.

Ο Ροτ υπογράμμισε ότι οι ελληνικές αξιώσεις είναι δικαιολογημένες τόσο πολιτικά, όσο και από απόψεως διεθνούς δικαίου «χωρίς κανένα περιορισμό». «Για την Ελλάδα είναι θέμα αρχής, δεν πρόκειται μόνο για τα χρήματα. Η Γερμανία οφείλει τις αποζημιώσεις και πρέπει να τεθεί προ των ευθυνών της οφειλής της», συμπλήρωσε ο Γερμανός ιστορικός.

«Το θέμα των γερμανικών αποζημιώσεων δεν έχει λήξει»

Στο ερώτημα εάν έχουν παραγραφεί οι ελληνικές αξιώσεις μετά από 70 χρόνια, ο Ροτ απάντησε. «Στο διεθνές δίκαιο, δεν υπάρχει παραγραφή», εξήγησε, μιλώντας στη «Weser Kurier».

«Η γερμανική κυβέρνηση βλέπει μεν το θέμα διαφορετικά και θεωρεί το θέμα λήξαν νομικά και πολιτικά, όμως δεν έχει λήξει. Κατά τη δεκαετία του 1950 υπήρξαν ορισμένες διεθνείς συνθήκες, στις οποίες αναφέρεται ότι η Ομοσπονδιακή Δημοκρατία της Γερμανίας καταβάλλει μερικώς αποζημίωση, αλλά το ζήτημα πρέπει να αποσαφηνιστεί σε μια γενική διάσκεψη ή στα πλαίσια μιας συνθήκης ειρήνης. Όταν το 1990 συνήφθη η de facto συνθήκη ειρήνης, δηλαδή η λεγόμενη “Συνθήκη 2+4”, σε συνάρτηση με τη διαδικασία ενοποίησης της Γερμανίας, το θέμα των αποζημιώσεων εξαιρέθηκε. Παρ’ όλα αυτά, η γερμανική κυβέρνηση λέει ότι με αυτή τη σύμβαση το θέμα αποζημιώσεων τελικά διευθετήθηκε. Μέχρι το 1990, λοιπόν, “παρηγοριά” και μετά το 1990 “όλα τελείωσαν”. Αυτό δεν είναι όμως βάσιμο από απόψεως διεθνούς δικαίου. Η Ελλάδα δεν υπέγραψε αυτή τη σύμβαση και δεν καθόταν στο τραπέζι των διαπραγματεύσεων. Ως εκ τούτου, η Συνθήκη δεν ισχύει για την Ελλάδα», τόνισε ακόμη ο Γερμανός ιστορικός, σύμφωνα με το ΑΠΕ.

Ο υπολογισμός των γερμανικών αποζημιώσεων                                                                                                       Ο Ροτ χαρακτήρισε «ελεημοσύνη» τα καταβληθέντα στα επιζώντα θύματα 115 εκ. μάρκα, «ποσόν το οποίο αντιστοιχεί σε μόλις 300 μάρκα κατά κεφαλήν με σημερινούς υπολογισμούς».

Το συνολικό ποσό των 280 δισεκατομμυρίων ευρώ που εκτιμά το ελληνικό Ελεγκτικό Συνέδριο ότι οφείλει η Γερμανία στην Ελλάδα θεωρεί ότι βασίζεται σε διασωθέντα αρχεία, τα οποία έλεγξαν οι ίδιοι (ενν. το Ίδρυμα Κοινωνικής Ιστορίας) λεπτομερώς και «μπορούμε να επιβεβαιώσουμε τα στοιχεία που συγκέντρωσε». Οσο για το γεγονός ότι με τους συναδέλφους του υπολογίζουν το ύψος των γερμανικών αποζημιώσεων σε 190 δισ. ευρώ, εξηγεί: «Το πρόβλημα βρίσκεται στο γεγονός ότι οι Έλληνες ειδικοί υπολογίζουν τις πολεμικές αποζημιώσεις ως μη αποπληρωμένο δάνειο το οποίο τοκίζεται. Το ορθό για να βρούμε την σημερινή αξία της είναι να ξεκινήσουμε από τον πληθωρισμό. Γι’ αυτό και ο δικός μας υπολογισμός είναι χαμηλότερος, αλλά ανέρχεται πάντως στα 190 δισ. ευρώ».

«Πρέπει να υποχωρήσει η Γερμανία»

Πάντως, ο Ροτ εκτιμά ότι δεν είναι ρεαλιστικό το να δοθεί ένα τέτοιο ποσό στην Ελλάδα, γιατί άλλες ευρωπαϊκές χώρες θα διεκδικούσαν ανάλογα τεράστια ποσά. «Συνεπώς, το ποσό πρέπει να αποτελέσει αντικείμενο διαπραγμάτευσης έτσι ώστε να είναι εφικτό», συμπλήρωσε αναφερόμενος στις γερμανικές αποζημιώσεις και πρότεινε την εξόφλησή τους εντός 15-20 ετών με παράλληλη μείωση της οφειλής στο 1/3 , δηλαδή να καταβληθούν τελικά 60-70 δισ. ευρώ, ώστε να είναι εφικτή η αποπληρωμή τους.

Για να έχει η Ελλάδα μια ρεαλιστική δυνατότητα να εισπράξει τις αποζημιώσεις θα πρέπει «να συμπήξει κοινό μέτωπο με τις άλλες χώρες που έχουν ανάλογες αξιώσεις και να ασκήσουν από κοινού πολιτική πίεση, επειδή η γερμανική κυβέρνηση δεν είναι διατεθειμένη μέχρι στιγμής να συζητήσει. Εάν οι πληγείσες χώρες ενεργήσουν με επιδεξιότητα, η Ομοσπονδιακή Δημοκρατία της Γερμανίας θα πρέπει τελικά να υποχωρήσει από το κατηγορηματικό “όχι” της», εκτίμησε ακόμη ο Γερμανός ιστορικός.

«Σχεδόν ολοκληρωτική καταστροφή»

«Οι Γερμανοί λεηλάτησαν συστηματικά και κατέστρεψαν υλικά την Ελλάδα κατά την διάρκεια της κατοχής από τον Απρίλιο του 1941 έως τον Οκτώβριο του 1944. Κατάσχεσαν τις συγκομιδές καπνού και έθεσαν τη βιομηχανία, στο βαθμό που ήταν σημαντική για τη γερμανική αμυντική βιομηχανία, υπό τον έλεγχό τους. Τα τρία τέταρτα του ελληνικού εμπορικού στόλου κατασχέθηκαν ή καταστράφηκαν από τους Γερμανούς κατά την αποχώρησή τους. Η λεγόμενη πολιτική της καμένης γης οδήγησε τελικά στην σχεδόν ολοκληρωτική καταστροφή των υποδομών της ελληνικής οικονομίας», τόνισε ακόμη ο Ροτ.

«Οι Γερμανοί σκότωσαν τουλάχιστον 330.000 αμάχους κατά τη διάρκεια της κατοχής, 140.000 άνθρωποι πέθαναν από την πείνα, περισσότεροι από 90.000 άνθρωποι σκοτώθηκαν είτε όντας όμηροι, είτε ως αντίποινα εναντίον του άμαχου πληθυσμού στις αγροτικές περιοχές. 59.000 μέλη των εβραϊκών κοινοτήτων εκτοπίστηκαν», δήλωσε ακόμη.
