Το 1956 η Τουρκία σχεδίαζε εισβολή στην Κύπρο για τη δημιουργία συνθηκών για συγκρούσεις Ελλήνων και Τούρκων με τη Βρετανία, που ήταν κατοχική δύναμη, να μην αντιδρά. Την πληροφορία έδωσε ο ηγέτης της Γιουγκοσλαβίας Τίτο στον Έλληνα Πρωθυπουργό, Κωνσταντίνο Καραμανλή. Βεβαίως για την πληροφορία αυτή εγείρονται διάφορα ερωτήματα:
Γιατί η Βρετανία, που κατείχε την Κύπρο να δεχθεί εισβολή της Τουρκίας; Προφανώς και δεν είναι το ίδιο το 1974, που παρακολουθούσε απαθώς την τουρκική εισβολή.
Απαντήσεις δεν υπάρχουν στα όσα ειπώθηκαν στη συνομιλία Τίτο-Καραμανλή, που πραγματοποιήθηκε στις 27 Ιουλίου 1956 από τις 17:30 ώς τις 20:30 στη βίλα “Μον Ρεπό” στην Κέρκυρα, παρουσία του βασιλιά Παύλου, του διαδόχου Κωνσταντίνου, του υπουργού Προεδρίας Κωνσταντίνου Τσάτσου και του πρεσβευτή Μίσα Παβίτσεβιτς.
Το σημείωμα, που περιέχει τις πληροφορίες, συντάχθηκε από τους Γιουγκοσλάβους. Από ελλαδικής πλευράς, για τη συνάντηση γίνεται αναφορά στο «Κωνσταντίνος Καραμανλής, αρχείο, γεγονότα και κείμενα», τόμος 2. Η αναφορά που γίνεται αφορά τα όσα ειπώθηκαν δημόσια. Ο στρατάρχης Τίτο, όπως αναφέρεται στο Αρχείο Καραμανλή ( σελίδα 134) ήταν φιλοξενούμενος των βασιλέων στην Κέρκυρα. Ο Καραμανλής στις δηλώσεις του επιβεβαιώνει πως στη συνάντηση συζητήθηκε και το Κυπριακό. «Βεβαίως εθίγη, εφόσον το Κυπριακό επηρεάζει την όλην εξωτερική πολιτική της Ελλάδος».
Το περιεχόμενο της συνάντησης με λεπτομερείς αναφορές και διαλόγους περιλαμβάνονται στο σημείωμα, που βρέθηκε στα γιουγκοσλαβικά αρχεία. Το σημείωμα είναι από τα γιουγκοσλαβικά αρχεία (AJBT, KPR I-2/8, Grčka). Ο Τίτο σε κάποια στιγμή των συζητήσεων και μετά που ανέφερε πως θα μπορούσε να μεσολαβήσει μεταξύ Ελλάδος και Τουρκίας προχώρησε σε αποκαλύψεις. «Θέλω να είστε απολύτως εχέμυθοι με αυτό που θα σας εκθέσω: Διαθέτω αρκετά αξιόπιστα στοιχεία για σχέδια απόβασης Τούρκων κομάντο στην Κύπρο. Εφόσον συμβεί κάτι τέτοιο, θα έδινε τη δυνατότητα στους Άγγλους να παρακολουθούν από απόσταση τη σύγκρουση Τούρκων και Ελλήνων, όπως επίσης και ένα νέο πρόσχημα για να παραμείνουν στο νησί.
- Καραμανλής: Δηλαδή οι Άγγλοι δεν σκέφτονται διαφορετική λύση;
Πρόεδρος Τίτο: Φαίνεται πως όχι! Στην ελληνική κυβέρνηση απομένει να διασαφηνίσει τα αιτήματά της και να κινητοποιήσει την παγκόσμια κοινή γνώμη.

Καραμανλής: Αυτό θα είναι σημαντική βοήθεια για μας. Έχουμε πληροφορίες ότι οι ΗΠΑ θα λάβουν ουδέτερη στάση στο Κυπριακό.
(Ο Παβίτσεβιτς παρακαλεί τον Καραμανλή να γίνει πιο ακριβής, διότι η μέχρι στιγμής στάση των ΗΠΑ ήταν φιλοαγγλική, εάν πρόκειται δηλαδή για υπόσχεση των ΗΠΑ ή για προσδοκία της ελληνικής κυβέρνησης) – Ο Καραμανλής εξηγεί ότι υπάρχει η ελπίδα ότι θα αλλάξουν στάση οι ΗΠΑ.
Πρόεδρος Τίτο: Στον ΟΗΕ βρίσκονται τώρα και πέντε χώρες της Ανατολικής Ευρώπης. Δεν μπορώ να εγγυηθώ για την ΕΣΣΔ –αυτή ανήκει στις Μεγάλες Δυνάμεις– αλλά ίσως και αυτή. Εμείς θα μπορούσαμε να εξασφαλίσουμε την υποστήριξη των χωρών της Ανατολικής Ευρώπης στο Κυπριακό.
Καραμανλής: Ο Σεπίλωφ μας επιβεβαίωσε ότι η ΕΣΣΔ στηρίζει την αυτοδιάθεση. Ρωτά ποια είναι η στάση της Ινδίας.
Πρόεδρος Τίτο: Αυτό είναι λεπτό ζήτημα. Στο Μπριόνι ο Νεχρού δεν ήταν έτοιμος να αποδεχθεί ούτε το ένα τέταρτο των θέσεών μας για το γερμανικό ζήτημα. Αναφέραμε την Κύπρο. Αλλά αποκόμισα την εντύπωση ότι ο Νεχρού δεν θα ήθελε να καταλήξουμε σε κάτι συγκεκριμένο.
Σε ερώτηση του Καραμανλή, ο Πρόεδρος Τίτο εξηγεί ότι πρόκειται απλά για την εντύπωση που σχημάτισε ο ίδιος και ότι ο Νεχρού δεν είπε κάτι αρνητικό. Ωστόσο, ο Πρόεδρος Τίτο έχει την αίσθηση ότι ο Νεχρού δεν θα ήθελε να χαλάσει τις σχέσεις του με τη Μεγάλη Βρετανία, όσο ακόμα οι σχέσεις με τις ΗΠΑ είναι άσχημες. - Επιφυλάξεις Τίτο για τον ένοπλο εθνικοαπελευθερωτικό αγώνα 1955-1959
Για τον ένοπλο αγώνα κατά της αποικιοκρατικής δύναμης, ο Τίτο παρουσιάζεται άκρως επιφυλακτικός. Όσον αφορά τη διεξαγωγή του αγώνα στην Κύπρο εκφέρει την άποψη ότι μία ένοπλη εξέγερση θα ήταν αδύνατη και καταδικασμένη να αποτύχει διότι το νησί μπορεί εύκολα να αποκλεισθεί. Θέτει το ερώτημα εάν θα ήταν εφικτό να αποφευχθεί η ένοπλη δράση και από τις δύο πλευρές προκειμένου να διεξαχθούν διαπραγματεύσεις σε ειρηνική ατμόσφαιρα.
Καραμανλής: Βεβαιώνει τον Πρόεδρο ότι η κυβέρνηση δεν έχει καμία σχέση με τον ένοπλο αγώνα στην Κύπρο, αλλά προσθέτει ότι κανείς δεν θα τολμούσε να δώσει τέτοιες συμβουλές (διακοπή του αγώνα), ούτε να αναλάβει την ευθύνη ότι δεν θα συμβεί τίποτα στους Κύπριους πατριώτες εάν σταματήσει η αντίσταση.
Η Ελλάδα ζήτησε διάλογο για την Κύπρο, αλλά οι Άγγλοι αρνήθηκαν. Τότε οι Κύπριοι άρχισαν την ένοπλη δράση τους. Τώρα είναι δύσκολο να πειστούν ότι οι Άγγλοι θα τους δικαιώσουν. Οι Άγγλοι ζητούν να παραδώσουν τα όπλα, αλλά η Ελλάδα έχει πικρή εμπειρία από τη Μεγάλη Βρετανία και τις υποσχέσεις της.
Η ελληνική κυβέρνηση δεν επιθυμεί εμπλοκή στον ένοπλο αγώνα, διότι κατανοεί τη βαρύτητα του προβλήματος και τις επιπτώσεις που θα μπορούσε να προκαλέσει. Αλλά είναι ηθικά υποχρεωμένη να υποστηρίξει τον αγώνα των Κυπρίων. Η Ελλάδα επιμένει μόνο για δίκαιη και τίμια πρόταση. Δυστυχώς η εμπλοκή της Τουρκίας επιδεινώνει το Κυπριακό πρόβλημα. Η Ελλάδα είναι διατεθειμένη να ικανοποιήσει τρία βασικά αιτήματα της Τουρκίας (στρατηγικό, οικονομικό και το ζήτημα της μειονότητας) με τον εξής τρόπο:
α) η τουρκική μειονότητα: χορήγηση διπλής υπηκοότητας με απαλλαγή από τη στρατιωτική θητεία, αναγνώριση όλων των μειονοτικών δικαιωμάτων με την εγγύηση κάποιου διεθνούς οργανισμού (ΟΗΕ),
β) στρατηγικό: περιορισμός των στρατιωτικών ενεργειών και ελεγχόμενος αφοπλισμός της Κύπρου, (Βασιλιάς Παύλος: Στον Α΄ Παγκόσμιο Πόλεμο η Κύπρος ήταν αγγλική βάση εναντίον της Τουρκίας. Είναι μικρότερος ο κίνδυνος για την Τουρκία εάν η Κύπρος τεθεί υπό τον έλεγχο της μικρής Ελλάδας, παρά της Μεγάλης Βρετανίας!)
γ) οικονομικό: δημιουργία ελεύθερου λιμένα στην Κύπρο ή τελωνειακή ένωση της Κύπρου με την Ελλάδα και με την Τουρκία.
Πρόεδρος Τίτο: Οι ΗΠΑ αυτή τη στιγμή βρίσκονται στο πλευρό της Μεγάλης Βρετανίας και εμμέσως της Τουρκίας, διότι θέλουν να έχουν την Τουρκία ως ανάχωμα (εάν γενικά το καταφέρουν) εναντίον της ΕΣΣΔ.
Καραμανλής: Αυτό λέω και εγώ στους Αμερικάνους, αλλά αυτοί αποδίδουν μεγάλη σημασία στο Σύμφωνο της Βαγδάτης.
Πρόεδρος Τίτο: Τα πάντα θα εξαρτηθούν από τις σχέσεις των Μεγάλων Δυνάμεων. Η Τουρκία θα μπορούσε να βρεθεί απομονωμένη κάποια στιγμή. Το Κυπριακό ζήτημα πρέπει να εξεταστεί στο πλαίσιο των διεθνών εξελίξεων και όχι ανεξάρτητα από αυτές. Οι Άγγλοι δεν θα εγκαταλείψουν το ζήτημα και έχουν τα μέσα να το πετύχουν.
Σε αυτό το σημείο ο Τίτο αναφέρεται και στις πληροφορίες του για την εισβολή των Τούρκων κομάντος στην Κύπρο.
