Η «Νέα Αλλαγή» την οποία επικαλείται ο κ. Γιώργος Παπανδρέου στο μήνυμα της υποψηφιότητάς του, τελικά δεν είναι και τόσο… νέα. Και πολύ περισσότερο δεν μπορεί να ξεχαστεί από την πλειονότητα του ελληνικού λαού, αφού την ίδια αλλαγή πούλησε ο ΓΑΠ και το 2009 με το περίφημο σύνθημα λεφτά υπάρχουν το οποίο τον ανέδειξε πρωθυπουργό.
Επειδή λοιπόν δεν έχουμε όλοι ασθενή μνήμη καλό είναι να υπενθυμίσουμε ποιος είναι ο κ. Γιώργος Παπανδρέου που ζητά την ψήφο των φίλων και των στελεχών του Κινήματος Αλλαγής για να επανέλθει στο πολιτικό προσκήνιο. Στις 3 Μαΐου 2010, επί διακυβέρνησης Γιώργου Παπανδρέου η Ελλάδα αιτήθηκε 80 δισεκατομμύρια ευρώ από τις υπόλοιπες (15) χώρες του Ευρώ και 30 δισεκατομμύρια από το Διεθνές Νομισματικό Ταμείο (ΔΝΤ). Την αίτηση συνόδευαν 3 συνημμένα μνημόνια:
«Μνημόνιο Οικονομικής και Χρηματοπιστωτικής Πολιτικής» (ΜΟΧΠ),
«Τεχνικό Μνημόνιο Συνεννόησης» (ΤΜΣ) και
«Μνημόνιο Συνεννόησης στις Συγκεκριμένες Προϋποθέσεις Οικονομικής Πολιτικής» (ΣΠΟΠ).
Υπογράφοντες για την ελληνική πλευρά ήταν ο τότε Υπουργός Οικονομικών Γιώργος Παπακωνσταντίνου και ο τότε Πρόεδρος της Τράπεζας της Ελλάδος Γεώργιος Προβόπουλος. Στις 8 Μαΐου 2010 εγκρίθηκε «Σύμβαση Δανειακής Διευκόλυνσης» (Loan Facility Agreement) με τις χώρες του Ευρώ και «Διακανονισμός Χρηματοδότησης Αμέσου Ετοιμότητας» (Stand-by Agreement) με το ΔΝΤ. Το σύνολο αυτών των συμφωνιών ονομάζεται συχνά για συντομία «Μνημόνιο».
Στη συνέχεια σχηματίστηκε ομάδα εκπροσώπων της Ευρωπαϊκής Επιτροπής (ΕΕ), της Ευρωπαϊκής Κεντρικής Τράπεζας (ΕΚΤ) και του Διεθνούς Νομισματικού Ταμείου (ΔΝΤ), γνωστή και ως «Τρόικα», η οποία ανά τρίμηνο αξιολογεί την πρόοδο του προγράμματος εφαρμογής των όρων του «Μνημονίου» (ΜΟΧΠ και ΣΠΟΠ) και αποφασίζει για την εκταμίευση της αντίστοιχης δόσης του δανείου.
Στα τέλη του Ιανουαρίου του 2010, ο πρωθυπουργός της Ελλάδας Γεώργιος Α. Παπανδρέου βρισκόταν στο Νταβός της Ελβετίας για το ετήσιο Παγκόσμιο Οικονομικό Φόρουμ.
Λίγο μετά την επιστροφή του από το Νταβός, η κυβέρνηση ανακοίνωσε στις 9 Φεβρουαρίου μέτρα για τον δημόσιο τομέα που περιελάμβαναν πάγωμα μισθών, περικοπές επιδομάτων 10%, περικοπές υπερωριών και οδοιπορικών. Η ανακοίνωση προκάλεσε αντιδράσεις και μία πανελλαδική απεργία της ΑΔΕΔΥ στις 10 Φεβρουαρίου.
H τρομοκράτηση του λαού και τα ανθρωποκτόνα μέτρα
Στο επόμενο διάστημα άρχισε η «καραμέλα» της στάσης πληρωμών, υπό μορφή «τρομοκρατίας» στη λαϊκή βάση. Με δικαιολογία την αποφυγή του ενδεχομένου στάσης πληρωμών η κυβέρνηση του ΓΑΠ προχώρησε στις 3 Μαρτίου σε νέα σκληρά μέτρα. Τα οικονομικά μέτρα που λήφθηκαν ήταν:
- Μείωση 30% στα δώρα Χριστουγέννων, Πάσχα, αδείας
- Μείωση 12% σε όλα τα επιδόματα του Δημοσίου
- Μείωση 7% στις αποδοχές υπαλλήλων ΔΕΚΟ, ΟΤΑ, ΝΠΙΔ
- Αύξηση ΦΠΑ από 4,5% στο 5%, από 9% στο 10%, από 19% στο 21%
- Αύξηση 15% στον φόρο της βενζίνης
- Επιβολή επιπλέον 10% έως 30% στους (ήδη υπάρχοντες) φόρους εισαγωγής επί της αξίας των περισσότερων εισαγόμενων αυτοκινήτων.
- Επαναφορά τεκμηρίων διαβίωσης σε όλα ανεξαιρέτως τα αυτοκίνητα (είχαν καταργηθεί τον Σεπτέμβριο του 2003), ακόμα και στα μικρότερου κυβισμού.
- Επέκταση των τεκμηρίων διαβίωσης σε όλα ανεξαιρέτως τα ακίνητα, ακόμα και στα μικρότερα.
Τα μέτρα αυτά προκάλεσαν αντιδράσεις και έγιναν μεγάλες απεργίες και πορείες στις 5 και 11 Μαρτίου.
Παρά τα σκληρά και απάνθρωπα μέτρα η κυβέρνηση του Γιώργου Παπανδρέου σε συνεννόηση με το χρηματοοικονομικό κατεστημένο των Βρυξελλών επιμένει ότι η Ελλάδα δεν κατάφερε να βελτιώσει την θέση της στις διεθνείς αγορές, με αποτέλεσμα ενάμιση μήνα μετά να προσφύγει στην βοήθεια του Διεθνούς Νομισματικού Ταμείου, της Ευρωπαϊκής Ένωσης και της Ευρωπαϊκής Κεντρικής Τράπεζας που συγκρότησαν από κοινού μηχανισμό βοήθειας για την Ελλάδα.

Η ανακοίνωση της προσφυγής στον μηχανισμό στήριξης έγινε στις 23 Απριλίου από τον πρωθυπουργό ο οποίος βρισκόταν εκείνη την ημέρα στο Καστελόριζο. Ο λαός έζησε δραματικές στιγμές εκείνη την περίοδο τις οποίες μεταγενέστερες γενιές νέων ανθρώπων δεν τις γνωρίζουν και ενδεχομένως να νομίζουν ότι ο Γιώργος Παπανδρέου είναι απλά ένας πρώην πρωθυπουργός που ξαναβάζει υποψηφιότητα να αναλάβει την ηγεσία του ΚΙΝΑΛ/ ΠΑΣΟΚ.
Μόνο που δεν είναι ακριβώς έτσι τα πράγματα και καλό είναι να θυμούνται οι παλιοί και να μαθαίνουν οι νέοι. Ποιος έμπλεξε την Ελλάδα σε περιπέτειες και δέσμευσε όλες τις κυβερνήσεις με την υπογραφή του;

Η Ελλάδα προχώρησε σε υπογραφή μνημονίου με το ΔΝΤ και την ΕΕ, για τα μέτρα που πρέπει να ληφθούν, προκειμένου να ενεργοποιηθεί ο μηχανισμός στήριξης. Τα νέα σκληρά μέτρα ανακοινώθηκαν από τον πρωθυπουργό και τον υπουργό οικονομικών την Κυριακή 2 Μαΐου και προέβλεπαν:
-Αντικατάσταση του 13ου και 14ου μισθού των δημοσίων υπαλλήλων με επίδομα 500 Ευρώ σε όλους όσους έχουν αποδοχές μέχρι 3.000 Ευρώ και πλήρης κατάργηση των δύο μισθών για μεγαλύτερες αποδοχές
-Αντικατάσταση 13ης και 14ης σύνταξης με επίδομα 800 Ευρώ για συντάξεις ως 2500 Ευρώ.
-Περαιτέρω περικοπή επιδομάτων 8% στα επιδόματα των δημοσίων υπαλλήλων και 3% στους υπαλλήλους των ΔΕΚΟ όπου δεν υπάρχουν επιδόματα.
-Αύξηση του υψηλού συντελεστή ΦΠΑ από 21% σε 23%, του μεσαίου από 10% σε 11% (από 1η Ιουλίου 2010) και από 11% σε 13% (από 1η Ιανουαρίου 2011) και αντίστοιχα του χαμηλού στο 6,5% (από 1η Ιανουαρίου 2011).
-Αύξηση στον ειδικό φόρο κατανάλωσης σε καύσιμα, τσιγάρα και ποτά κατά 10%
-Αύξηση στις αντικειμενικές τιμές ακινήτων
-Πρόσθεση ενός επιπλέον 10% στους φόρους εισαγωγής επί της αξίας των περισσότερων εισαγόμενων αυτοκινήτων.
Επίσης, το νομοσχέδιο προέβλεπε αλλαγές στα εργασιακά με αύξηση του ορίου απολύσεων και μείωση του κατώτατου μισθού. Επιπλέον, στο ασφαλιστικό προέβλεπε αύξηση στα όρια ηλικίας συνταξιοδότησης των γυναικών στον δημόσιο τομέα στα 65 χρόνια έως το τέλος του 2013 με έναρξη το 2011.
Μπορούν όλα τα παραπάνω «ανθρωποκτόνα» μέτρα που διέλυσαν την ελληνική κοινωνία να ξεχαστούν και να διαγραφούν μονοκονδυλιά; Και δεν είναι μόνο αυτά. Η θλιβερή φτωχοποίηση της χώρας συνεχίστηκε καθόλη τη διάρκεια της διακυβέρνησης των 25 μηνών από τον Γιώργο Παπανδρέου και δέσμευσε όλες τις επόμενες κυβερνήσεις.
