Εθνική Άμυνα & Ασφάλεια

Το αγαθό της εθνικής άμυνας και της ασφάλειας είναι βασική προϋπόθεση για την ευημερία της χώρας, ωστόσο σπανίως μας απασχολεί ως κοινωνία.

Θεωρείται βασικό κεκτημένο, χωρίς να αξιολογείται η ποιότητα αλλά και η επάρκειά του.

Πάντοτε απασχολεί τις κοινωνίες αν οι επενδύσεις στον παράγοντα εθνική άμυνα και ασφάλεια και ειδικότερα η σχέση κόστους – οφέλους, είναι παραγωγικές και προσφέρουν το ανάλογο ανταποδοτικό όφελος.

Λογικό και επιβεβλημένο είναι να απασχολεί και την ελληνική κοινωνία και ειδικά τη δεκαετή αυτή περίοδο της οικονομικής κρίσεως.

Αν για άλλες κοινωνίες αυτό αποτελεί θέμα προβληματισμού, για την ελληνική συνιστά υπαρξιακό ζήτημα και αυτό γιατί έχει να αντιμετωπίσει την αναθεωρητική στρατηγική της Τουρκίας. Η τουρκική επεκτατικότητα δεν είναι ένα θεωρητικό ή ιδεολογικό κατασκεύασμα, αλλά εδράζεται στην πρακτική της γείτονος και σε απτά γεγονότα.

Δεν επέτρεψε στην Κύπρο να προσδιορίσει μόνη της τη μετά-αποικιακή πορεία της, εκδίωξε το σύνολο των Ελλήνων της Μικράς Ασίας και της Κωνσταντινούπολης από τις πατρογονικές εστίες τους, κατέλαβε το 37% του κυπριακού εδάφους, άλλαξε την πληθυσμιακή σύνθεση της Κύπρου και αμφισβητεί το δικαίωμα της Κυπριακής Δημοκρατίας να αξιοποιήσει τους πλουτοπαραγωγικούς της πόρους. Παρεμποδίζει συστηματικά την Ελλάδα να ενασκήσει τα δικαιώματά της που απορρέουν από τις διεθνείς συνθήκες και το διεθνές δίκαιο, ακόμη και με την απειλή πολέμου από τη δεκαετία του 1970 και ιδίως μετά τα Iμια αμφισβητεί κυριαρχικά της δικαιώματα στο Αιγαίο και έχει θέσει επί τάπητος με τον πλέον εμφατικό τρόπο, από τον ίδιο τον πρόεδρο Ερντογάν κατά την επίσκεψή του στην Αθήνα τον Δεκέμβριο 2017, την αναθεώρηση της Συνθήκης της Λωζάννης με ό,τι αυτό συνεπάγεται.

Σε αυτή την αντιπαράθεση η επίκληση από ελληνικής πλευράς διαρκώς του διεθνούς δικαίου δεν είναι επαρκής για την αντιμετώπιση της επιθετικότητας της Τουρκίας, η οποία με τη στάση και τη συμπεριφορά της στην ευρύτερη περιοχή δείχνει να αντιλαμβάνεται μόνο τη γλώσσα της ισχύος.

«Δίκαια μὲν ἐν τῷ ἀνθρωπείῳ λόγῳ ἀπὸ τῆς ἴσης ἀνάγκης κρίνεται, δυνατὰ δὲ οἱ προύχοντες πράσσουσι καὶ οἱ ἀσθενεῖς ξυγχωροῦσιν». (Θουκυδίδης, Ε΄ 89) Ο Θουκυδίδης, στον περίφημο διάλογο Αθηναίων – Μηλίων διατυπώνει μια μεγάλη αλήθεια: «Το επιχείρημα της δικαιοσύνης έχει αξία μόνο μεταξύ ίσων. Αλλιώς, ο ισχυρός επιβάλλει ό,τι του επιτρέπει η δύναμή του και ο αδύναμος παραχωρεί ό,τι του επιβάλλει η αδυναμία του».

Δυστυχώς οι δυνατότητες των ελληνικών Ενόπλων Δυνάμεων την τελευταία δεκαπενταετία βρίσκονται σε συνεχή διολίσθηση, η οποία διαρκώς επιταχύνεται κατά την περίοδο της οικονομικής κρίσεως . Αποτέλεσμα αυτού είναι η ισορροπία δυνάμεων μεταξύ Ελλάδος και Τουρκίας να μεταβάλλεται σταθερά υπέρ της δεύτερης.

Η υποχώρηση της σχετικής μαχητικής ικανότητας των Ενόπλων Δυνάμεων μπορεί να οδηγήσει σε εθνικές απώλειες που μπορεί να φθάσουν μέχρι και το επίπεδο της εθνικής καταστροφής με τον πιο άμεσο και απόλυτο τρόπο, όπως έγινε το 1897.

Αποτελεί ευτύχημα ότι αντίθετα από το 1897, παρά τις αναλογίες σε ό,τι αφορά τη χρεοκοπία της ελληνικής οικονομίας, οι διεθνείς συγκυρίες συνδυαζόμενες και με κατάλληλες πολιτικές των ελληνικών κυβερνήσεων τα τελευταία δέκα περίπου χρόνια, έχουν δημιουργήσει συνθήκες σύγκλισης των εθνικών συμφερόντων με εκείνα αρκετών χωρών της ευρύτερης περιοχής, καθώς και με ζωτικά συμφέροντα ισχυρών διεθνών παραγόντων.

Αυτό όμως δυστυχώς από μόνο του δεν αρκεί, καθώς δεν υπάρχουν ακόμη αμυντικές συμμαχίες με συγκεκριμένες δεσμεύσεις και αμοιβαίες υποχρεώσεις. Κανείς δεν εξασφαλίζει απόλυτα την άμυνά του μέσα από διεθνείς συμμαχίες που συνάπτονται στη βάση κυρίως ή αποκλειστικά οικονομικών συμφερόντων. Επίσης, οι εταίροι μας είναι αμφίβολο κατά πόσον μπορούν να συμπήξουν σταθερή και μακροχρόνια εταιρική και κυρίως αμυντική σχέση με μια χώρα που δεν μπορεί ή δεν επιθυμεί να συνεισφέρει θετικά στην κοινή υπόθεση. Πρέπει να είμαστε στρατιωτικά ισχυροί.

Απαιτείται ιδιαίτερα υψηλή ετοιμότητα και αποτελεσματικότητα των ελληνικών Ενόπλων Δυνάμεων, καθώς η πρωτοβουλία της πρώτης ενέργειας αφήνεται στον αντίπαλο. Για την επιτυχία της αποτροπής, πρέπει εκείνος να έχει πεισθεί είτε ότι η όποια επιθετική του ενέργεια δεν έχει τύχη ή ότι ακόμη και σε περίπτωση που την αποτολμήσει, θα πληρώσει βαρύ τίμημα και θα τον οδηγήσει στην αποτυχία του τελικού του στόχου.

Η παρατεταμένη οικονομική κρίση, το δημογραφικό πρόβλημα, μα πάνω από όλα οι πολιτικές αποφάσεις που έχουν ληφθεί από διαδοχικές κυβερνήσεις έχουν οδηγήσει τις Ενοπλες Δυνάμεις σε υποστελέχωση, γήρανση του προσωπικού, υποχρηματοδότηση και μείωση του επιπέδου κρίσιμων εφοδίων και υλικών.

Αποτέλεσμα αυτών είναι ο περιορισμός της λειτουργικότητας των μονάδων, της διαθεσιμότητας των μέσων, της επιχειρησιακής εκπαιδεύσεως, της προωθημένης εθνικής παρουσίας και της υποστηρίξεως των δυνάμεων και δραστηριοτήτων.

Η άμυνα χρηματοδοτείται για το 2019 μόλις με το 1,7% του ΑΕΠ έναντι του προβλεπομένου 2%.

Τα αναφερόμενα για 2% του ΑΕΠ και πλέον, προβαλλόμενα ενίοτε με στόμφο και με υπερηφάνεια, είναι πλασματικά και γίνονται για να καλυφθεί η υποχρέωση προς το ΝΑΤΟ, συμπεριλαμβάνοντας τις συντάξεις των αποστράτων στελεχών και συνταξιούχων πολιτικών υπαλλήλων των Ενόπλων Δυνάμεων.

Το δραματικότερο όμως είναι ότι και αυτό το ποσοστό είναι κατανεμημένο λόγω της οικονομικής κρίσεως με τρόπο ανορθολογικό. Το 70% περίπου καλύπτει αποδοχές του προσωπικού και μόλις από 15% καλύπτουν λειτουργικές και αναπτυξιακές ανάγκες.

Η συνέχιση αυτού του μοντέλου χρηματοδότησης οδηγεί τις Ενοπλες Δυνάμεις επιταχυνόμενα στο χείλος του γκρεμού και στην ελεύθερη πτώση με ό,τι αυτό συνεπάγεται για την άμυνα της χώρας.

Πρέπει κατ’ ελάχιστο το επόμενο οικονομικό έτος η χρηματοδότηση να ανέλθει στο 2% του ΑΕΠ σε πραγματικούς αριθμούς και να εκπονηθεί ένα βραχυπρόθεσμο πρόγραμμα που θα οδηγήσει τη χρηματοδότηση σε 50% αποδοχές και από 25% σε λειτουργικό και αναπτυξιακό προϋπολογισμό.

Επειδή οι αρνητικές επιπτώσεις της οικονομικής πολιτικής τα τελευταία χρόνια στην άμυνα είναι μεγάλες, καλό θα ήταν την προσεχή τετραετία να διατεθεί εκτός του προϋπολογισμού των Ε.Δ. ένα σημαντικό ποσό ετησίως από τα πρωτογενή πλεονάσματα, αποκλειστικά για τη συντήρηση των οπλικών συστημάτων και τη συμπλήρωση εφοδίων και υλικών υπό αυστηρό διακομματικό έλεγχο και προτεραιότητα και με ταχείες διαδικασίες προμηθειών.

Εκείνο που πρέπει να ληφθεί υπόψη είναι ότι δεν υπάρχουν περιθώρια περαιτέρω περικοπής των αποδοχών του προσωπικού, το οποίο έχει πληρώσει βαρύτατο τίμημα, και έχει οδηγήσει σημαντικό μέρος αυτού στα όρια της επιβίωσης με τις όποιες συνέπειες στην προσήλωση στο επιχειρησιακό του έργο.

Σε ό,τι αφορά τη στελέχωση των Ενόπλων Δυνάμεων και τα θέματα που σχετίζονται με αυτήν, αποτελεί ευθύνη των κυβερνήσεων όπως και η άμυνα συνολικά, οι οποίες έχουν αναλάβει την υποχρέωση να διαθέσουν στις Ενοπλες Δυνάμεις συγκεκριμένο αριθμό προσωπικού, με την έγκριση από το ΚΥΣΕΑ της δομής δυνάμεων σύμφωνα με το ισχύον νομικό πλαίσιο.

Δυστυχώς στο πλέγμα των πελατειακών σχέσεων λαμβάνονται από τις κυβερνήσεις αποφάσεις μειώσεως του προσωπικού, χωρίς αυτές να αντισταθμίζονται ή να αναπροσαρμόζονται τα έργα, οι αποστολές και η δομή των Ενόπλων Δυνάμεων.

Βραδυφλεγή βόμβα στα θεμέλια των Ε.Δ. αποτελούν σειρά διοικητικών αποφάσεων που ελήφθησαν ειδικά στην περίοδο της οικονομικής κρίσεως, οι οποίες αποδυναμώνουν τη λειτουργικότητα και δημιουργούν κλίμα και αίσθημα αδικίας, ανισότητας αλλά και αντίληψης στελεχών πολλαπλών ταχυτήτων.

Πέραν αυτών πρέπει να τεθούν επί τάπητος θέματα εθνικής στρατηγικής, οργάνων (Συμβούλιο Εθνικής Ασφάλειας) και διαδικασιών διαχειρίσεως αυτής, δόγματος, δομής και καταλληλότητας των δυνάμεων, διαδικασιών προμηθειών, διαχειρίσεως του δημοσίου χρήματος, διαφάνειας και λογοδοσίας και να γίνουν ευρείες μεταρρυθμίσεις.

Θεμελιώδης παράγοντας για την άμυνα είναι η λειτουργία της αμυντικής βιομηχανικής και ερευνητικής βάσεως της χώρας.

Χρειάζεται χάραξη στρατηγικής με όραμα για την ανάπτυξη σε βάθος χρόνου τεχνογνωσίας με τη συνεπή υποστήριξη των πανεπιστημίων, της εγχώριας βιομηχανικής, ναυπηγικής και αεροναυπηγικής, ιδιωτικής και δημόσιας επιχειρηματικότητας, με όρους πραγματικής και όχι πλασματικής βιωσιμότητας, με διεθνείς συνεργασίες στη βάση διακρατικών συμφωνιών και με τη συνδρομή μη κρατικών φορέων όπως η εμπορική ναυτιλία και η βιομηχανική καινοτομία που αποτελούν αδιαμφισβήτητους πολλαπλασιαστές ισχύος.

Μέχρι σήμερα, δυστυχώς, δεν έχει γίνει ποτέ τέτοια ευρεία προσπάθεια.

Οι αποφάσεις σχετίζονται με όρους μυωπικής κομματικής και μικροπολιτικής σκοπιμότητας και όχι με όρους στρατηγικής ανάπτυξης, βιωσιμότητας και ανταγωνιστικού αποτελέσματος.

Τα θέματα αυτά λόγω έλλειψης θάρρους ποτέ δεν ολοκληρώθηκαν σε μια ενιαία στρατηγική μετεξέλιξης, με στόχο τη βελτίωση της αποτελεσματικότητας σε σχέση με το κόστος στην εθνική άμυνα.

Επείγουν θαρραλέες αποφάσεις.

Τα θέματα εθνικής άμυνας και ασφάλειας απαιτούν ευρύτατη κοινωνική αποδοχή και συνεκτική – συλλογική προσπάθεια όλων των κρατικών φορέων και κοινωνικών δυνάμεων.

Η εμπειρία έχει δείξει ότι οι κυβερνήσεις χωρίς ευρεία συναίνεση από την εκάστοτε αντιπολίτευση δεν είναι ικανές να αντιμετωπίσουν αποτελεσματικά το ζήτημα.

Κατανοούμε ότι η παρούσα χρονική συγκυρία δεν επιτρέπει συγκλίσεις και συναινέσεις για αντιμετώπιση μεγάλων θεμάτων,

όμως όποια κυβέρνηση προκύψει από τις επόμενες εθνικές εκλογές απαιτείται να θέσει ως εθνικό ζήτημα άμεσης προτεραιότητας την άμυνα και την ασφάλεια της πατρίδας και να εφαρμόσει άμεσες λύσεις με εποικοδομητική συμβολή και ευθύνη από το σύνολο του πολιτικού συστήματος, της ηγεσίας των Ενόπλων Δυνάμεων, της ακαδημαϊκής κοινότητας και της κοινωνίας ευρύτερα.

Η ελληνική κοινωνία και εν προκειμένω η μεταπολιτευτική, πρέπει να αποφασίσει αν θα προχωρήσει προς ένα καλύτερο μέλλον με ορμητικότητα και ζωντάνια ή θα περιέλθει στην ύφεση, τη συρρίκνωση και την παρακμή.

Αν θέλουμε μια Ελλάδα η οποία να εξασφαλίζει ειρήνη και συνθήκες σταθερότητας, ασφάλειας, οικονομικής προκοπής και ευημερίας στους πολίτες της, πρέπει να αντιμετωπίσουμε το ζήτημα της άμυνας της χώρας. Ισχυρές Ενοπλες Δυνάμεις κάνουν τη χώρα ευυπόληπτη στους φίλους και σεβαστή στους αντιπάλους.

Η συνειδητή επιμονή στην αντιμετώπιση του ζητήματος της εθνικής άμυνας και ασφάλειας με τους σημερινούς όρους, σημαίνει ένα εκ των δύο: είτε έχουμε αποφασίσει υποχώρηση σε αυτά που αποκαλούνται «ζωτικά συμφέροντα» της χώρας, ή παίζουμε με τη φωτιά, ελπίζοντας ότι όπως άλλα προβλήματα και αυτό θα «σκάσει» στα χέρια των επομένων.
